Toxic Substances Control Bill Draws Debate: Senate subcommittee hearings provide forum for environmentalists and industry and Administration officials to air views

"Would the deaths associated with vinyl chloride, asbestos, arsenic, and bis-(chloromethyl)ether (BCME) have been in the annals of the chemical industry if toxic substances control legislation had been enacted, say, 20 years ago?
